In order to protect their illegal transactions from the authorities, Kapitan Bart (Leo Martinez) and Gina (Mitch Valdes) continue in their conspiracy to evict Lola Flora (Susan Roces) and the Vendetta out of the neighborhood. This time, they try to bribe Lola Flora’s landlady, Aling Emma, to oust them from their place.
Aling Emma receives the money at first but she gets stricken by her conscience and decides to return the envelope to Kapitan Bart and Gina. The two officials still attempt to persuade Aling Emma by handing her an additional amount, but, still, Aling Emma insists that Lola Flora and her family and friends are good-hearted people.
Lola Flora arrives at the barangay office and catches the on-going bribery. Aling Emma honestly tells Lola Flora the truth despite Bart and Gina’s denials.
Lola Flora speaks up about her dismay at the public servants’ illegal activities, saying they have just put the residents’ trust to waste.
Upon knowing Lola Flora’s request for a business permit for her small eatery, Gina tries to get even by declining Lola Flora’s appeal. However, Bart willingly issues Lola Flora a permission to conduct her business venture.
Gina confronts Bart for his decision. In defense, Bart says he doesn’t want to taint his image especially now that the next election is fast approaching. He wants to focus first on his candidacy before kicking Lola Flora out of the neighborhood again.
Meanwhile, Lola Flora’s family talks about the rampant corruption in their place. They wonder who would come in rescue to save the barangay from its current state.
