As Cardo (Coco Martin) and Task Force Agila’s final mission comes, a new character, ruthless and evil to the core, arrives to make it more dangerous. This new villain is named Lucio Santanar (Raymond Bagatsing), a rebel group leader who is an expert at making bombs and a serial murderer. The featured montage opens with a terrorist attack that puzzled Lily (Lorna Tolentino), who then got a report from Albert (Geoff Eigenmann). The suspect was still unidentified at the time, yet Albert confirmed it was a solid attack from a rebel group. Then, the commander, hiding his identity, appeared in a live video announcing the beginning of a war and his plan to take over the country soon.
The terrorist leader, revealed as Lucio, took advantage of the chaos in the government. His men went on a mad killing spree in public places upon his order. Buildings including campuses and hospitals and bus terminals were bombed. Bystanders, whatever age and gender, were shot. In a scene, his army molested women in a small barrio.
Lucio’s power and insane killing abilities enticed Renato (John Arcilla) for a possible alliance. Together with Art (Tirso Cruz III) and Eduardo (Roi Vinzon), Renato visited Lucio’s camp to convince him to join forces. Lucio knew he was talking with devils, but proved he’s the most evil among them by reciting his horror deeds.
He said, “Pumapatay kami ng mahihinang klase, matatanda, mga maysakit na wala nang ambag sa samahan. Ginagahasa namin ang mga babae, kapatid, at ina ng mga pinapasok naming kawal. Ganu’n kaliit, ganu’n kainutil ang tingin namin sa mga ordinaryong Pilipino.”
As much as he kills, Lucio thinks wisely as well. He was so cunning he broke Renato and Art’s alliance right away, then, convinced Renato to detonate the bomb that will kill Art, as a test of loyalty.
